我把CLEO文件夹改名后进入新游戏就能下雨，把CLEO文件夹还原就下不了雨，是不是那个CLEO的问题求解

Sounds like one of your cleo mods have control of the weather and set it to always sunny (ninja action, kirin,god mode, weather menu, etc). Add you cleo mods one at a time, testing the rain in the game until you find the conflict cleo.
